If a team is short on players, both teams should collaborate to find a fair solution. At the recreational level, teams should not be penalized for an incomplete roster. The team with fewer players may add guest players (see Section V), or the opposing team can match the number of players on the field. League Administration is available to help if needed.

      3. Knee braces, if worn, must be safe per referee’s discretion. The referee has the final decision.

      4. Players can wear long sleeve undergarments under the uniform, but hooded garments or garments with strings are prohibited.

      5. Any exceptions granted or matters unknown to the League Administration are the liability and responsibility of the parents, not the League.

  2. Spectators and Team Benches

    1. The teams will occupy the same side of the pitch. Teams are to remain on their half of the pitch between the halfway line and eighteen yards from their goal line.

    2. Spectators are to only occupy the opposite side of the pitch from the team's bench area, no endline seating will be permitted. In some cases on  “The Patch” (Largest turf field) spectators may sit on the same side of the players but must remain in the designated area. Only coaches, players, league officials, and referees are allowed near the technical areas.

    3. Coaches/Managers are required to maintain control of their players and their team’s fans on the sideline.

  3. Pitch Requirements

    1. Goals must be the same size for both teams and appropriate for the age group.

    2. Pitch sizes will be appropriate for the age group and the number of players on the pitch.

Section 4: Laws of the Game

  1. The Laws of the Game per USSF & IFAB

    1. The Laws of the Game per USSF & IFAB will govern all games, except where modified by the current document, which will take precedence.

  2. League Modifications/Clarification

    1. Law 1 - The Pitch

      1. Technical Names

        • Pitch: The entire playing area is known as the pitch.

        • Touchlines: The two long boundary lines are called touchlines.

        • Goal lines: The two short boundary lines are called goal lines.

        • Halfway line: The line that divides the pitch into two halves is the halfway line.

        • Center mark: The center of the halfway line is marked with a center mark.

        • Center circle: A circle is marked around the center mark.

        • Corner flags: The flags located at each corner of the pitch.

        • Penalty area: The rectangular area in front of each goal where a penalty kick can be taken.

        • Goal area: The area immediately in front of the goal.

        • Penalty spot: The mark in the penalty area where penalty kicks are taken.

      2. The pitch and goal size will be age appropriate per US Youth Soccer recommendations and guidelines.

      3. Technical Area

        • Only one coach may instruct the team per game. All coaches and players must remain in the designated technical area near midfield throughout the game. Violations may result in penalties, including a possible red card.

        • No more than 2 coaches are allowed in the technical area

        • All coaches in the Technical Area must be a registered coach or assistant coach with the club and assigned to the team.

        • If a coach is unable to attend a game, a substitute must be approved by the League Administration.

    2. Law 2 - The Ball

      1. As per Section 3.B

    3. Law 3 - The Players

      1. Number of players as per Section 3.C

      2. Substitution in accordance with Section 3.D

    4. Law 7 - The Duration of the Match

      1. As per Section 3.A

    5. Law 9 - Out of Play

      1. The ball is considered out of play when it has completely crossed the goal line or touchline, whether on the ground or in the air. If any part of the ball is still touching the line or hovering above it, the ball remains in play.

    6. Law 10- Ties and Scoring

      1. Regular season games that end in a tie score will be a draw with no extra time or  penalty kicks.

      2. All games on semi-final weekend  that are drawn at the end of normal time (tie), kicks from the penalty mark will be taken, starting with 5 rounds. If no winner is determined after the initial 5 rounds, additional pairs of kicks will be added until a winner is determined.

      3. On Championship weekend, only Championship games (to determine 1st place) that end in a draw will proceed. All others will be recorded in a draw.

        • Tied Championship games will go to a 5-minute extra time (full 5 minutes will be played). Substitutions are permitted during this time.

        • If the score remains level after 5 minutes, kicks from the penalty mark will be taken, starting with 5 rounds. If no winner is determined after the initial 5 rounds, additional single rounds will be added until a winner is found.

      4. The referee team will notify ECSC leadership before a shootout begins, and an approved US Soccer certified referee will join the referee team to help ensure it is conducted according to the laws of the game.

    7. Law 11 - Offside

      1. Offside will be called in U10 and above.

      2. The offside rule is caused when an attacking player is closer to the goal line than the second-to-last defender or the ball at the time a pass is made and are involved in active play.  Remember: Wrong Place, Wrong Time, Wrong Thing

        • Wrong Place: Closer to the goal than 2 opposing players or the ball

        • Wrong Time: When the pass is made

        • Wrong Thing: Become an active participant

      3. Offside Clarifications

        • A player is only offside if they are involved in active play (interfering with play, an opponent, or gaining an advantage). Merely being in an offside position is not a violation.

        • “Second-to-last defender” means 2 people from the defending team. This usually means the goalie and one other.

        • As long as the ball is closer to the goal line, a player is not offside even if they do not have 2 defending players in front of them.

        • If a player is onside when the ball is kicked, no matter where they receive the ball they are not offside.

        • A player cannot be offside from a goal kick, throw-in, or corner kick.

    8. Law 12 - Goalie Possession, Slide Tackling, Handball

      1. Goalie Possession

        • In all divisions U8 and above, the goalkeeper has 8 seconds to put the ball into play (by throwing, punting, or rolling). If the time reaches 8 seconds, a warning ("keeper time") will be given. If the delay extends to 10 seconds, an indirect free kick will be awarded to the opposing team.

        • Goalkeepers cannot pick up deliberate kick or throw-in from their teammates. If this occurs, an indirect free kick is awarded at the spot of the infraction.

        • Coaches are encouraged to promote goalie punts in U10 and older divisions.

        • Preventing the goalkeeper from releasing the ball from their hands or kicking/attempting to kick the ball when they are in the process of releasing it is a foul.

      2. Slide Tackling

        • Slide tackling is allowed starting in U10. ECSC will make efforts to properly train coaches, players and referees to ensure that this is conducted in a safe manner. A violation will result in an infraction, and a yellow/red card may be issued.

      3. Handball

        • A ball touching a player's arm or hand does not automatically result in a handball.

        • The penalty for a handball is a direct free kick unless it occurs within the penalty area, in which case a penalty kick will be awarded.

        • The region of the arm considered for a handball offense begins at the level of the armpit.

        • If there is a reaction by a player to a ball moving directly toward them, but it is to protect themselves from getting potentially hurt by the ball (e.g., they raise their hands and protect their face or chest), then it is not considered a handball unless they move their arms or body to direct or play the ball.

        • A ball touching a player's arm that is in a natural running position is not an offense. If the ball touches an arm that extends out or up then it is an offense.

        • It is an offense when the ball goes directly into the goal after any handball by the attacking team, or if the handball by an attacking player directly results in an opportunity for that player to score a goal, even if it would otherwise be considered accidental.

        • Handballs are often a contentious issue in youth soccer. Please remember that the referee has the discretion to make the call based on the overall fairness of the game, the players' age, and the flow of play.

    9. Law 13 - Free Kicks

      1. On free kicks, opponents must stay at least 8 yards away from the ball until it is in play.

      2. In U6, for all goal kicks, the defending team must move behind the halfway line.

    10. Law 14 - The Penalty Kick

      1. If not clearly marked on the field, the penalty mark shall be designated by the referee.

      2. Goal kicks, corner kicks, and kickoffs must enter play on the first attempt. Another player must touch the ball before the kicker plays it again.

    11. Law 15 - Throw-ins

      1. For throw-ins, the ball must be thrown from overhead with both feet on the ground and positioned on or behind the line.

      2. In U8, one redo is allowed for an improper throw-in during the first four weeks of the regular season. In U10 and older (and U8 week 5 - playoff weeks), no redo is given—the ball is awarded to the opposing team.

      3. A goal may not be scored directly from a throw-in.

Section 5: Roster Rules

  1. Game Cards

    1. The League generated Game Card shall be the official Team Match Day Line-Up Card for ECSC.

    2. Players arriving after start of match

      1. Any player not present at the time of check-in may not enter the field of play until the Referee can properly check-in the player, ensuring roster placement and uniform/gear approval.

  2. Player Roster Limit (Section V. B does not apply to week 7 or 8 or any playoff or championship matches. During these matches no subs are permitted for any season.)

    1. Players may only be rostered for 1 team in ECSC.

    2. Guest players are allowed providing they meet the following criteria:

      1. The guest player must be enrolled in a current ECSC division at a division LOWER than the one that they are guest playing for.

      2. Guest player MUST be of the same gender

      3. They must get approval from the League Administration PRIOR to the start of each match

      4. A guest player may NOT guest in the same division in which they currently play.

      5. Guest players will only be allowed if the rostered team is short and cannot field a full team (including 2 substitutes). If late rostered players arrive, guest players will be removed.

      6. The guest player must be documented by name/number/rostered team on the game card.

  3. Ineligible Players

    1. In accordance with Rules, a team that plays an ineligible player shall be subject to disciplinary action including but not limited to: (a) forfeiture of the match; and (b) suspension of the team’s coach from League competition. Additional disciplinary action could include any further action(s) as determined by the League Administration.

Section 6: Score Reporting

  1. Scoring Policy

    1. The final score will be reported by the referee on the game card. Both teams head coaches should sign the card immediately following the match.

    2. Forfeited matches will be reported as a 1-0 score.

    3. In the event that a rescheduled game remains unplayable by the end of the season, and awarding a forfeit is deemed inappropriate by the League Administration, the game may be recorded by a 0-0 score.

  2. Sportsmanship Mercy Rule

    1. Blowouts happen occasionally. If a game becomes one-sided, coaches should take steps to balance play. Call a timeout or discuss adjustments with the official and opposing coach at halftime. Prioritize player experience and ensure the game remains fun for all.

    2. Coach your players to give space during goal kicks if the possessing team appears to be struggling to put the ball in play.

    3. If your team leads by five goals or more, you must play with one fewer player. This can be achieved by either removing a player or adding one to the opposing team. Once the score narrows to four goals or fewer, teams will return to normal player numbers.

    4. Play may proceed as long as the official and both head coaches agree.

    5. Final scores will be logged in Teamsideline with a maximum point differential of 5.

Section 7: Standings

  1. Points

    1. 3 Points for a win

    2. 1 Point for a tie

    3. 0 Points for a loss

  1. List of Tie-Breakers

    1. Head to Head: In the event of a tie between two teams only, head to head results determine placement (In the event of a tie between three or more teams, Head to Head will NOT be used).

    2. Goal Differential: In the further event of a tie, goal differential determines placement, with up to plus 4 or minus 4 units awarded per game (First tie breaker for a tie between three or more teams).

    3. Accumulated Goals For: In the further event of a tie, accumulated goals scored with a limit of 4 per game determines placement.

    4. Accumulated Goals Against: In the further event of a tie, accumulated goals against determines placement, favoring the teams that allowed the fewest goals with a maximum of 4 per game.

Section 8: Referees

  1. Referee Responsibility

    1. Referees are responsible for ensuring a safe and fair game. At ECSC, we promote a culture of respect and sportsmanship toward our referees. While they may not be perfect, they strive to officiate the game fairly and to the best of their ability.

  2. Coaches Expectations

    1. Coaches should foster a positive environment by encouraging players to focus on what they can control, recognizing that referees make calls based on their perspective from a single vantage point.

  3. Disagreements

    1. Disagreements with calls or referees should never be expressed in front of your players. If there is a repeated missed call or inconsistent enforcement, please document it in the post-game report or email the Head of Referees. Only safety concerns will be addressed by League Administration on game day.

  4. Referee Abuse Policy

    1. ECSC upholds the US Soccer referee abuse policy. U.S. Soccer is standing firm to protect referees and restore respect to the game. The updated policy includes stronger sanctions for any form of physical or non-physical abuse towards referees. We encourage every player and coach to learn what behaviors cross the line, so they can avoid penalties and help create a better culture for the future of soccer.

  5. Questioning a Referee

    1. It is permissible to approach the referee with a question or request during stoppage time, as long as it is expressed calmly and respectfully. However, if the tone is angry or disrespectful, a penalty and a potential yellow card may be appropriate. For instance, saying, “Can you clarify what the rule is on…?” or “Could you please keep an eye on number 12 for pushing off?” is acceptable if delivered calmly. In contrast, remarks like, “What were you thinking by not calling number 12 for pushing off? Are you blind?” or “Do you not understand the rule on…?” or “You’re officiating terribly; can we get someone else?” would be considered inappropriate.

  6. Number of Referees

    1. The number of referees is listed below but may be adjusted by the League.

      1. U12+ - 3 Referee System

      2. U10 - 1 Referee System

      3. U8 – 1 Referee System

      4. U6 - Coaches referee games

Section 9: Dicipline

  1. Player Suspensions

    1. All red cards result in a mandatory suspension for the remainder of the day and may be subject to further disciplinary action following a review by League Administration.

    2. Players may not participate in a game with another team in their club until they have sat out their suspension.

    3. Red cards received for repeat or severe offenses will be reviewed by the Discipline and Appeals Board and sanctioned accordingly. The Discipline and Appeals Board may issue suspensions for a length of time or additional number of games. The extent of the punishment depends on the severity of the offense. Previous incidents also play a factor in determining the punishment, as repeat offenders face more severe judgment.

    4. While ECSC games will adhere to normal standards of sanctions and discipline, it is stressed that we expect teams to be self disciplined and self policing as much as possible. The League stresses that the primary concern should always be about player development, and not solely wins and losses. Teams are expected to monitor their own coaches, players and supporters as much as reasonably possible, and continual poor behavior, inappropriate language, harassment of officials, disrespect to opponents or attempts to circumvent rules and regulations are grounds for sanctions and even immediate removal from the league.

  2. Team Personnel Suspension

    1. Any Team Personnel sent off will be suspended for the next ECSC match. The suspension is for the team in which the coach was coaching, and must appear on the teams original schedule released by the League. The individual may not participate in a game with the League until they have sat out their suspension.

    2. Any Team Personnel who is sent off or dismissed is prohibited from communicating with their team for the remainder of the match while at the complex and throughout their suspension while away from the complex. This includes, but is not limited to, cell phone use, texting, social media, or any other form of communication.

    3. All suspensions will be reviewed by the Discipline and Appeals Board and sanctioned accordingly. The Discipline and Appeals Board may issue longer suspensions, and may suspend the individual from all club activities in the League for a length of time or additional number of games.

  3. Discipline and Appeals Board

    1. The Discipline and Appeals Board will have the authority to impose suspensions on any incident it deems to be egregious.

    2. The Discipline and Appeals Board will have the authority to impose suspensions on any team/person that has been consistently found to violate League rules and policies.

Section 10: Protests and Appeals

  1. Permissible Situations

    1. Protests and appeals are permitted only for disciplinary actions, not for game outcomes or coaching disputes or concerns.

  2. Jurisdiction

    1. The Discipline and Appeals Board shall have jurisdiction of appeals as provided in the rules of this document.

  3. Filing Procedures

    1. A protest or appeal must be filed in writing and must include:

      1. The nature and specifics of the complaint

      2. A listing of the policies, rules, and/or procedures that have been violated

      3. A statement of the desired resolution

      4. Copies of all documents relevant to the protest or appeal

Section 11: Facilities

  1. Prohibited Items

    1. Smoking in any form is not allowed on the property.

    2. Alcohol is not permitted on the property or at any event.

    3. Firearms and weapons are strictly prohibited.

  2. Clean Up

    1. Any team, group, or individual using the facility is responsible for cleaning up after themselves, including putting away equipment and picking up any trash.

  3. Code of Conduct

    1. Any team, group, or individual present at the facility must adhere to the ECSC Code of Conduct which can be found here.

Section 11: Staff, Volunteers, Leadership

  1. Coaches

    1. All coaches are volunteers dedicated to creating a fun and safe environment where young athletes can develop both individual and team skills while learning sportsmanship and fair play. The primary focus is on growth and enjoyment, not just winning.

    2. Coaches are expected to abide by and enforce all ECSC policies and procedures.

    3. A coach may serve as the head coach for only one team unless League Administration deems it necessary for the overall benefit of the league.

    4. Coach Responsibilities

      1. Plan and execute all team practices and games.
